New Delhi: The President has signed the Delhi Capital Territory of Delhi (Amendment) Bill, which gives more powers to the lieutenant governor, who represents the central government.
The bill was passed by the central government amid strong opposition from the Aam Aadmi Party and other opposition parties. With this, the lieutenant governor will have more power than the government in the national capital, Delhi. The Delhi government, however, was replaced by Lt. Govt. The amendment gives the definition of the governor. All measures and plans of the Government It cannot be done without consulting or obtaining permission from the Governor. Thus, the new amendment robs the state government of all rights and powers.
The bill seeks to amend sections 21,24,33,44 of the Act relating to the National Capital Region. Section 21 contains restrictions on laws passed by the Delhi Legislative Assembly. The bill states that wherever the word government is used, it means “lieutenant governor.”
Under Article 24, the lieutenant governor has the power to approve, withhold, or leave to the President a bill passed by the Legislature.
Section 33 of the Bill also prohibits the Legislature from making certain rules. The 44th Amendment proposes that the lieutenant governor be consulted on administrative actions.
The Aam Aadmi Party (AAP) has said that the Center has introduced a law giving omnipotence to the lieutenant governor out of fear of Kejriwal’s popular support. The Aam Aadmi Party (AAP) has said it will oppose the bill legally and politically. Congress also responded that the bill was anti-democratic.
